Integral Platform for the Assessment of the Degree of Disability
The Government of the Principality of Asturias is implementing an advanced technological solution to digitize and optimize the processes of assessing the degree of disability, achieving comprehensive, agile and traceable management in all assessment centers of the autonomous territory.
Within the framework of the Recovery, Transformation and Resilience Plan (NextGenerationEU), the Directorate General for Digital Strategy and Artificial Intelligence of the Principality of Asturias needed to develop a comprehensive computer system to support the processes of assessing the degree of disability in its Assessment Centers.
The main objective was to improve administrative efficiency, ensure complete traceability of files and offer a faster, more transparent and citizen-centered service.

The Principality of Asturias faced critical challenges in managing valuation processes:
- Fragmentation of information: files were managed independently by each center, making overall monitoring difficult.
- Lack of unified traceability: the absence of a central system made it impossible to know the real status of the requests.
- Delays in resolution times: manual processes caused an accumulation of pending files.
- Lack of interoperability: absence of a seamless connection with corporate databases and other administrative systems.
- Need for complete digitization: the process had to be transformed into a 100% electronic model in accordance with current regulations.
Virtual Desk developed and implemented a integral valuation management platform adapted to the requirements of the Principality of Asturias.The system includes:
- File processing and control module, which manages the entire life cycle of the valuation process.
- Advanced document management, with automatic integration of medical reports, resolutions and annexes.
- Parameterizable flow motor, which allows circuits to be adapted to regional regulations.
- Electronic scheduling and appointments, optimizing coordination between medical and administrative units.
- Interoperability with corporate systems of the Principality and the Ministry of Social Rights.
- Analytical dashboard, with status indicators, average assessment times and workload distribution.
- Regulatory compliance, in accordance with GDPR, ENS and ENI, guaranteeing confidentiality and security of information.
