Significant obstacles in the management of the dependency system:
- High Costs: More than 5 million euros annually in licenses, maintenance and support for a highly customized SIEBEL CRM system.
- Rigidity: The system did not adapt to the specific needs of each Autonomous Community nor to legislative changes.
- Inefficiency: The lack of interoperability caused delays in the processing of applications, assessments and transfers, affecting dependent citizens.
